本計畫採循序擴展策略,首期以約 40公頃 作為旗艦試點區域,逐步驗證經營模式後再擴展至完整林區,採取雙軌標準準備策略:第一階段以 FSC-FM 作為國際 ESG 與品牌合作之優先認證路徑;同時依 MTCS/PEFC 之 MC&I SFM 要求建立在地森林管理文件與監測資料: This plan adopts a phased expansion strategy, initially using approximately 40 hectares as a flagship pilot area to gradually validate the management model before expanding to complete forest areas. A dual-track standard preparation strategy is employed: in the first phase, FSC-FM is used as the preferred certification path for international ESG and brand collaborations; simultaneously, local forest management documentation and monitoring data are established according to the MTCS/PEFC MC&I SFM requirements.

林地由在地林業企業 Acacia Industries Sdn Bhd 合法持有,總面積約 8,800公頃,其中約 1,800公頃 屬未開發土地,具備造林潛力。 The forestland is legally held by local forestry company Acacia Industries Sdn Bhd, with a total area of approximately 8,800 hectares, of which about 1,800 hectares are undeveloped land with afforestation potential.
第一期選址位於林班區域 C46(約175.41公頃),不涉及天然林砍伐或既有森林轉換。 The Phase 1 site is located in forest compartment C46 (approximately 175.41 hectares), with no natural forest felling or existing forest conversion involved.

Transparent Governance, Digitally Empowering Every Tree
Past forest development in Kelantan has caused serious environmental and social impacts. This project will rectify past mistakes by working closely with the Malaysian Forestry Department, the Ministry of Rural Development, and other agencies to establish a central-local collaborative governance model, incorporating local advisory teams, community participation mechanisms, and rural economic development models.
The advisory team includes: the Malaysian Forestry Department, Ministry of Rural Development (KKDW), Malaysian Public Service Commission (Dato' Sri Ahmad Zailani), University of Malaya (UM), and SIRIM.
Each tree is assigned GPS coordinates and a digital identity, enabling digitized and transparent management of forest assets, real-time monitoring of forest dynamics, and providing precise, auditable data support for corporate ESG disclosure.
For future carbon credit needs, the authenticity of carbon sink output is verified through trackable growth paths and biomass calculations, effectively connecting to international carbon offset standards and significantly increasing the premium potential of green finance.
SDG 13 Climate Action / SDG 15 Life on Land. Afforestation on undeveloped land to enhance carbon sequestration, protect biodiversity, and establish a long-term environmental monitoring system.
SDG 8 / SDG 4 / SDG 11. Creating local employment, providing forestry skills training, promoting community participation, inviting Chou Tzu-yu as "Forest Advocate" with public welfare promotion at its core.
SDG 9 / SDG 16. Implementing FSC international forest management standards, real-time monitoring via TREE AI, strengthening carbon asset transparency and verifiability, combined with dMRV and third-party verification mechanisms.

本案不涉及天然林砍伐,亦不採單一經濟林模式,係於未開發土地進行造林,並導入FSC國際標準,確保生態、社會與經濟面向之平衡發展。 This project involves no natural forest felling and does not adopt a monoculture commercial forest model. Afforestation is conducted on undeveloped land with FSC international standards implemented to ensure balanced ecological, social, and economic development.
營運風險:分階段滾動檢核 Operational Risk: Phased Rolling Review
採分階段推進與滾動式檢核機制,並建立與政府、在地社區及利害關係人之持續溝通,強化風險控管能力與計畫透明度。 A phased advancement and rolling review mechanism is adopted, with continuous communication established with the government, local communities, and stakeholders to strengthen risk management capabilities and project transparency.
碳市場風險:不以碳權為主要收入 Carbon Market Risk: Carbon Credits Not Primary Revenue
現階段不以碳權交易為主要收入來源,以降低市場與政策不確定性風險;同時已建置TREE AI森林監測系統,保留未來銜接國際碳市場之彈性。 Carbon credit trading is not the primary revenue source at this stage, reducing market and policy uncertainty risks. The TREE AI forest monitoring system has been established, preserving flexibility to connect with international carbon markets in the future.
資金控管:查核點驗證機制 Fund Control: Checkpoint Verification Mechanism
資金到位後,各階段將依據既定查核點進行控管與驗證,確保計畫依循預定目標穩健推進,每筆支出皆有對應KPI指標。 After funds are in place, each phase will be controlled and verified according to established checkpoints to ensure the project advances steadily toward its predetermined goals, with corresponding KPI indicators for every expenditure.
